Islamabad Capital Territory (ICT) has been divided into five zones. Three out Five Zones, i.e., Zone-2, Zone-4, and Zone-5have been earnmarked for Planning & Development of Housing Schemes / Agro Farming Schemes by the private sector i.e., Cooperative Housing Societies or Private Limited Companies. Such Private Schemes are also allowed in Sector E-11, Islamabad.

Two steps approval of Private Schemes are granted by Capital Development Authority (CDA). In the first step, Lay Out Plan (LOP) is approved then on completion of subsequent requisite formalities, the No Objection Certificate (NOC) is issued. CDA also issues Completion Certificate after completion of development in the Scheme as per the Approved Specifications.
Following Private Housing Schemes, in Zone 2, 5 & Sector E11, Islamabad, have neither any Approval of LOPs nor issued NOCs, hence are illegal. Similarly, following list also includes the Schemes whose LOPs were Approved by the CDA, but subsequently Cancelled, hence are also illegal:
