Capital Development Authority (CDA) has started process for initiating development works in sector E-12/2 and E-12/3 of Islamabad.
Tenders for development works of both sub-sectors have been invited through national newspapers.
Development work in Sector E-12 has been stalled for more than three decades.
Incumbent management not only removed all hurdles but also started construction of service road. Now tenders for development of two sub sectors Sector E-12 have also been issued.
NITs for development works in sector E-12/2 and E-12/3 have also been issued. Sealed bids under “Single Stage Two Envelope” procedure from Firms registered with Pakistan Engineering Council having valid registration Certificate in Category C-3 or above have been invited.
Under this project, construction of Road Network, establishment of water supply system and provision of sewerage system in both the sectors would be ensured.
It is pertinent to mention here that work on Service Road (North) sector E-12 is also in progress and is being carried out at fast pace.
However, despite the best efforts of the allottees and public representatives, no progress was made on the ground and people were kept waiting for 30 years for the land they were promised.
Eventually, in March this year, the CDA assured a parliamentary committee that possession of plots in Sector E-12 will be given to the owners at the earliest.
The assurance was given during a meeting of the National Assembly Standing Committee on Government Assurances chaired by chief whip of the ruling party and committee chairman Malik Amir Dogar.
CDA told the committee that it had received all charges, including development charges, from plot owners but it has yet to hand over the plots to them. The meeting was briefed by the concerned authorities that the government remains interested in developing the sector without any further delay.
The committee had subsequently directed the CDA to address all issues relating to the development of the sector within a month and submit a compliance report.
Historical Facts of E12 Sector:
Acquired in 1987 and then officially launched in 1989, Sector E-12 is spread over 777.27 acres and consists of six mauzas, including Dharek Mohri, Bhakar Mohri, Bhakkar Fateh Baksh, Bara Darri, Sari Saral and Golra Sharif.
CDA had sold 4,099 plots in the sector in 1989, which have yet to be developed for residential purposes.
That year, CDA allotted 2,730 plots to government employees and the general public. A further 1,700 plots were allotted to in-service and retired employees of different federal government departments.
In 2013, the balloting for this sector was held and the prices were announced.
A CDA official said that among these Mauzas, Golra Sharif was not acquired as it was exempted by former president General Ayub Khan in 1960. However, the remaining mauzas were acquired and compensation for land and built-up property (BUP) was paid to affectees by CDA but the authority did not take possession of these mauzas.
